4 feet triggers the need for guardrails / PPE

Do you have employees that work on top of a retaining wall 4 feet or more above the ground to weed-eat or perform other grounds maintenance?  

Well, if the surface the employee is working on is greater than 45 inches in all direction, then WAC296-24, Part J-1 comes into play, which is the walking-working surface rule.  

So, if you answered, "Yes" it is time to protect them from falling by such things as standard slats, standard grill work (as specified in WAC 296-24-75011(11)), or standard railing.  You could also put them in a fall protection harness and make that part of your PPE program.

Yes, you heard right.  You have an employees exposed to a fall hazard of 4 feet or more at a permanent place of employment, they have to be protected.  This would also include a loading dock, etc. 

So, take action today.  Get the guardrails or other PPE out of the storage closet, or put safety into design issues and keep walking surface less than 4 feet.

Workplace safety - Respiratory Protection

Respirators protect the user in two basic ways. The first is by the removal of contaminants from the air. Respirators of this type include particulate respirators, which filter out airborne particles; and "gas masks” which filter out chemicals and gases. Other respirators protect by supplying clean respirable air from another source. Respirators that fall into this category include airline respirators, which use compressed air from a remote source; and self-contained breathing apparatus (SCBA), which include their own air supply.
Respirators should only be used when engineering control systems are not feasible. Engineering control systems, such as adequate ventilation or scrubbing of contaminants are the preferred control methods for reducing worker exposures.

If engineering controls cannot protect employees, then an employer must provide respiratory protection and develop and implement a respiratory protection program and you need to address the following:

• Selecting respirators
• Medical evaluations
• Fit testing respirators (applies if tight fitting respirators are required)
• Maintaining and caring for respirators
• Using respirators including routine and emergency use procedures
• Supplied Air quality (applies if airline or SCBAs will be used)
• Training users and supervisors
• Evaluating the Respirator Program

This can be confusing, but necessary to ensure the protection of your employees.

Sometimes a solution is "right before your eyes"

When Walter G. King was a young man, in Cleveland, in 1881, he joined his father's optical company, as a salesman. Not too extraordinary, until you learn that the company manufactured glass eyes. Business was good, perhaps too good. The turn of the 19th to the 20th century brought an era we refer to as the industrial revolution. More people were working at the higher paying, but more hazardous jobs in heavy industries. Walter was bothered by the fact that literally thousands of their company’s glass eyes were being shipped to industrial areas.

He did a bit of investigation, and as he feared, most of the purchases were for workers who had lost their eyes in industrial accidents. Even though it would mean a drop in his father’s business, Walter determined to prevent these disastrous injuries caused by flying pieces of metal and particles of emery dust.

Walter had heard about slit-type goggles that polar explorers found Eskimos wearing to avoid snow blindness, and in 1905 he adapted that device to industrial use; great idea, too bad it didn't work very well.

Lenses of thick glass might dork, so the next year working with engineers of the American Optical Company, Walter developed a safety goggle using tempered glass. A Cleveland foundry that made steel castings for railroad cars ordered six dozen pairs for trial testing.

Crude as these were, the customer reported a month later that the goggles had saved the eyes of 20 of the workers by withstanding the impact of flying metal chips. Some of the lenses were shattered, yet all the glass remained in the frame, and most importantly, except for a few bruises the workers were not injured.

As use of Walter's goggles spread, and even with proven success, some workers would wear them when the "boss was watching" but slip them off when the foreman wasn't looking. They claimed the goggles were uncomfortable, and they could "see better" without them. Some companies made it mandatory policy that anyone caught without goggles at an operation where goggles were required would be fired! Even today, company safety rules or policies, that are more protective than either State or Federal rules, continue to be used, and continue to save lives and prevent injuries.

Walter King's company continued to develop other forms of eye protection, including the first successful "welding" lenses, to shield workers from the harmful ultra violet and infrared rays given off by molten metals.

Walter King's efforts were recognized by the American Museum of Safety when it awarded him its Gold Medal in 1916, in recognition of all the measures to protect the eyesight of industrial workers, developed by his company. It was a unanimous vote, "the eyes have it!"

Safe Boating During Seafair

 If you are planning on taking your boat out on Lake Washington to enjoy the Seafair Festivities take a moment first to insure your boat is properly equipped to make it a safe weekend.

You must have one properly sized life jacket (personal flotation device) for every person on board. Every life jacket is labeled by the manufacturer as to the size and weight of person it is intended to fit, correctly.

Don't make the mistake of thinking that a life jacket that will "support" an adult is certainly good for a child, who probably weighs significantly less than an adult. Children can easily slip out of a too-large life jacket, with all too often tragic results. Children below the age of 12 must wear their life jacket if they are on an open deck or in an open boat. There are no exceptions to this rule.

On a previous Seafair weekend several years ago, the patrol boat I was on encountered a sleek looking cabin cruiser, but the boat looked "odd". It was floating about a foot to a foot and a half lower in the water than its usual water line. Reason: there were nearly 50 people aboard a 36 ft boat. The boat was grossly overloaded, and to top it off the skipper could only produce 11 life jackets of any kind. Of the 11, two were found to be defective upon inspection, and therefore unusable. This cruise was immediately terminated, and the overloaded vessel was escorted to the nearest shoreline where all but a maximum of nine people at a time could be transported back to their home dock.

The skipper also appeared to have consumed a "cold one" or probably several "cold ones", so his wife assured us she could, and would, operate the boat, as she had not been drinking. The boarding officer gave them the benefit of the doubt, allowed the wife to take it back to shore to off load the extra people and the story should have ended at this point,

However, about two hours later the same boat - this time at least not overloaded - was seen being operated by the skipper who had been warned earlier about "drinking and driving". This time, the boarding officer placed the skipper under arrest, and since there was no one else aboard who had not been drinking - this man's wife was NOT aboard during the second encounter - the boat was taken in tow by a commercial towing vessel, back to their marina. As you can guess it was a very expensive lesson to learn.

Friends in High Places

Recently, Evergreen Safety Council was contacted by Nancy Abel, the Risk Manager for the City of Marysville, Washington, requesting training for employees in the Public Works department who operate the city’s Terex Highranger equipped “bucket truck”.

The truck has a 40’ maximum reach and is specially equipped; from a load leveling suspension system, to copious numbers of public warning lights, to allow for safe work on traffic lights, and other tasks requiring access to elevated locations, such as placing banners over the street, announcing special events and activities around the city.

The training consisted of a half day of class room time, and an opportunity for each participant to demonstrate their proficiency in operating the truck in performing a task that required the precise positioning of the truck and basket, to place an object in an elevated location.

The classroom portion of the training stressed the full spectrum of safety issues, from identifying site specific concerns and hazards, to the importance of a thorough inspection of the boom and basket assembly, starting with a visual inspection, and performing a functional test of the lifts’ lower controls, before entering the basket. Other topics addressed included selection of the proper PPE for the task, such as the appropriate wearable fall protection, as well as other PPE such as high visibility garments, hard hats and gloves.

On the second day of training, the weather cooperated and allowed each of the 23 participants to demonstrate their proficiency in the actual set up and operation of the truck and lift. Each student donned the appropriate PPE and then determined how best to place a traffic cone on the arched roof of a storage area in the Public Works equipment and materials yard.

Part of the practical test was to demonstrate the ability to understand and comply with the standard hand signals customary to industries that perform their jobs in an elevated location, and where instruction from the ground may be needed for the safe maneuvering around obstacles to reach the work area.

All participants, from those who had never operated a bucket truck previously, to the most experienced operator, successfully completed the training.

At the conclusion of the training, Nancy had the following comments,” I had numerous participants tell me this was “great training”, “very thorough”, and that they all “learned something”, which isn’t always easy to accomplish when you have seasoned operators. I would say that in particular, the hands-on practical demonstration under the instructor’s watchful but encouraging eye made this very effective training.”

ESC extends congratulations to the workers in the Marysville Public Works Department for a job well done.

Oregon OSHA, NIOSH address pesticide PPE

Oregon OSHA recently released a brochure (.pdf file) for employers and employees on the requirements for personal protective equipment listed on pesticide labels. The brochure provides general advice about best practices for cleaning, maintaining and storing PPE, as well as choosing the most effective equipment.

In related news, NIOSH's Personal Protective Technology Program and the National Personal Protective Technology Laboratory are requesting (.pdf file) information from agricultural pesticide handlers, their employers and related organizations about PPE issues, including comfort and damage from pesticides.
